Meeting with the mayor of Vera

I found some postings on the forum PLAYANATURAL regarding the Neighbourhood Association and I got permission to put a summary and a translation of these postings on the forum of Vera Playa Friends.

Excellent, thanks, Rosa.
The mayor has had some sympathy with the Vera Playa community this winter.  Carmen (from El Balconcito) went to see him about the link road (now open) and the lights on Hotel Street and he did drive down and look at the area and appreciate the problems and concerns.  I think it might be a good idea to compile a scrap book of articles about Vera Playa in the Northern European Naturist press.  I really believe that the Ayuntamiento (Town Hall - Local Government) of this area don't quite appreciate what a little gem they have in Vera Playa - especially in these difficult times for tourism.  Maybe we should use a positive approach and try and enlighten them!

Meeting with mayor is scheduled for 23rd Feb. We delivered another instancia (complete with 21 photos) this morning requesting they do some cleaning!

There is a Spanish report of the meeting on the forum PLAYANATURAL. Herewith you get a copy of this report. I'm told a translation into English will follow.

"asoc. vecinos playa natural asoc. vecinos playa natural     

esta ma?ana hemos tenido reuni?n con el alcalde de vera, el concejal de
obras y el concejal de urbanismo.
en la reuni?n se han expuesto 16 puntos y ha durado una hora y media.

descripci?n de los puntos tratados:
1. presentaci?n de la asociaci?n. hemos explicado tipo de actuaci?n que
vamos a realizar y los limites donde trabajar? la asociaci?n de vecinos. el
concejal de urbanismo nos ha preguntado si la asociaci?n era para los
nudistas y le hemos respondido que dentro del barrio hay tanto nudistas como
textiles y que no tiene ninguna connotaci?n nudista, ya que es una
asociaci?n de vecinal.
2. limpieza de las calles, solares y de la playa.
hemos expuesto queja por la dejadez en la limpieza del barrio.
que es obligatorio mantener los solares limpios y con un vallado
transparente segun ordenanza municipal.
la limpieza de la playa empieza a las 5 de la ma?ana y que hay dos tractores
con despedregadoras. que se buscar? soluci?n para que no llegue a la playa a
hora que la gente sale a pasear y se colocan en las toallas.
se tratar? el tema en futuras reuniones.

3. distribuci?n de contenedores y servicio de recogida
nos han informado de que los contenedores de basura org?nica se recogen
todos los d?as y los de reciclaje dos veces por semana. les hemos dicho que
la asociaci?n estar? atenta de si se cumple ese servicio correctamente.
nos han informado que debemos remitir los avisos de irregularidades tanto al
ayuntamiento como al consorcio mancomunado del servicio de limpieza.
los lunes tienen que pasar una brigada a limpiar lo que quede sucio
alrededor de los contenedores. sino se puede dar aviso para que pasen.
4. mantenimiento de infraestructuras.
el alcalde bajar? la pr?xima semana a ver los puntos conflictivos que
requieren una pronta reparaci?n.
5. mantenimiento de jardines.
hay jardines en las calles que son competencia de algunas urbanizaciones y
entidades privadas. nos informar?n a quien corresponde cada jard?n.
6. pescadores en zona de ba?o.
hemos expuesto los casos de anzuelos clavados en el pie de ba?istas, y la
suciedad que dejan.
tenemos que concretar una cita con la concejala de turismo para
interpretar la normativa de uso de las playas respecto a este tema y ver si
tiene que ser modificado el articulo para no llegar a confusiones.
nos reuniremos una vez al mes con el alcalde para exponer mejoras,
actuaciones puntuales e intercambiar informaci?n.
7. perros y animales en la playa.
ayudar con participaci?n ciudadana para hacer cumplir la normativa de uso de
la playa donde espone el caso de animales domesticos en la playa.
8. balsa de pueblo salinas.
nos han presentado el proyecto del futuro parque donde va un gran lago con
mirador de las aves. que se ha expropiado 11hectareas (110000m2) a los
propietarios de los terrenos para hacer ese parque.
que se pedir? a la diputaci?n provincial la elevaci?n de la carretera para
hacer de barrera para que no haya inundaciones y se evacuar? agua por un
canal hasta la charca del gato.
9. charca del gato.
que se sigue conservando dicha charca y se acondicionar? para su
preservaci?n.
10. iluminaci?n nocturna.
se ir? cambiando la iluminaci?n a una de bajo consumo y sin contaminaci?n
luminica como la que tenemos actualmente.
tambi?n, en el paseo cerca del chiringuito pomodoro, se pondr?n farolas
altas para que no se vuelvan a romper por vandalismo.
11.se?alizaciones viales.
se pondr? pasos de peatones elevados en la av. ciudad de castell?n para
reducir la velodad de los coches.
quedaremos la semana que viene con el alcalde para informar de las posibles
soluciones en temas de se?alizaci?n vial.
12. emisario pluvial de la av. ciudad de castell?n.
tenemos que hablar con costas para sacar el emisario al mar. hemos propuesto
poner un espig?n encima de la salida del tunel por el canal n?utico para
recuperar la playa.
13. plan de espigones a lo largo de la playa.
explicaci?n de porque se pierde la playa. no hay aporte de arena desde la
desembocadura del rio almanzora por la construcci?n del pantano de cuevas
del almanzora.
remitimos la soluci?n de un espig?n para sacar el emisario pluvial.
14. pipicanes.
colocaci?n de papeleras para heces de perros y carteles inforamtivos con la
sanci?n de 300? por dejar el excremento del perro, para intimidar a los
due?os.
15. limpieza de cuartos de electricidad.
limpiar de carteles y pintar las paredes para tapar las pintadas. hay que
hablar con endesa.
16. carteles y tablones informativos en la calle.
utilizar los cuartos de electricidad para colocar tablones donde poner
informaci?n.

eso es lo que ha dado de si la reuni?n..

Apologies for not posting this yesterday. I was out all day.

1 Presentation of the Association.
Explanation of the objectives of the association and the area covered. The counsellor in charge of urban planning asked if the association represented naturists or everyone. It was confirmed that the association represents everyone within the designated area.

2. Cleaning of the roads, building plots and the beach.
Complaint lodged regarding the cleaning of the area. It was pointed out that the council are obliged to keep the area clean. Regarding the beach, cleaning currently starts at 5am, 2 tractors with stone clearing apparatus. It was requested that the beach cleaning takes place as early as possible to avoid it still going on when people are arriving on the beach. It was pointed out the driver of the tractor drives along flattening the beach but frequently leaves rubbish laying where it is. This item will be discussed again at future meetings.
 
3. Rubbish Collections.
They informed us that the general rubbish bins are emptied daily except Sundays and bank holidays. Recycling bins twice per week. We have said to them that the association will check this is happening. If this is not happening we must inform both the Town Hall and the company employed to empty the bins. Mondays someone should clean the area around the bins. Request for this to be done can also be made.

4. General maintenance.
The mayor will visit the area next week to see which areas need immediate attention.

5. Maintenance of gardens.
There are some gardens in the streets that belong to individual urbanizations. They will inform us which ones these are.

6. Fishing on bathing beaches.
We pointed out that the fishermen often leave hooks, lines, bait and other rubbish on the beach. This has resulted in people getting hooks stuck in their feet. We must make specific an appointment with the tourism town councillor to interpret the relevant byelaws so that there is no confusion. We will investigate with them the possibility of introducing a local byelaw banning fishing completely in the summer months.
At this point it was decided to meet with the mayor once a month to address any problems which have arisen and to discuss improvements etc.

 7. Domestic animals on the beach.
Animals are not allowed on the beach. We will request the help of local residents? to 
try and make sure this law is complied with.

8.  The salinas.
The mayor showed us a proposed project for this area. The project is for a park with a large lake and a viewpoint for bird watching.  An area of 11 hectares has been earmarked for this project. A request will be made to the highways department to raise the level of the road  to help prevent flooding. Request made that flood water be directed to The Charca de Gato. (this is the conservation area next to the beach near the Chiringuito Pomodoro)

9. Charca del Gato.
Conservation of this pool area is to continue.

10. Lighting.
The lights in Hotel Street should be switched on within the next 2 weeks. There is a plan to gradually change the lights to low consumption bulbs, with lampposts that prevent light contamination.  The footpath near the Chiringuito Pomodoro will have vandal proof high lampposts installed. This will not take place until after the summer.

11.Road signage.
Request for an elevated pedestrian crossing in Av. de Ciudad de Castell?n to reduce the speed of cars. We will speak with the mayor in the coming week to discuss solutions to road signage.

12. Storm drain in Av. de Ciudad de Castell?n.
We must speak with ?costas? to solve this problem. We have proposed that the pipe be continued over the beach to from a groyne by the nautical channel.  This would also help with the problem of beach erosion between there and the hotel

13. Groynes.
There is no plan for any further groynes. An explanation was given as to why the beach is disappearing. See above for our proposal.

14. Dog poo bins.
 Provision of bins and posters with the request that owners clean up after their dogs. Also informing owners that there is a 300 ? for not cleaning up.

15. Cleaning of the electricity building.
Request to be made to Endesa that they clean the grafitti and posters from the buildings.

16. Notice boards.
Request that we be allowed to put official notice boards on the electricity buildings.

Thanks Pam and Bruno for that, very informative. I'm a little confused though, where is the "Charca del Gato" situated? is it the ground opposite Veramar 6 to the left of the roundabout up to the Salinas?

Excellent work Pam and the committee of the association - lets keep up this positive dialogue with the mayor and the town hall.  And if some of the verges actually belong to urbanisations - lets get them tidied up.  Next time you see dog fouling and no cleaning up - get out your camera or mobile phone and take a picture! Even if you do nothing with the picture, it will be off-putting.  And Dotty, the 'Charca de Gato' is the fenced off area, as you walk down the promenade towards Garrucha, before you get to to the Urbanisation Nuevo Vera - in front of the Mirador bungalows - have to get Phil to add it to the map!

Allow me to introduce myself, I am Erik and I live with my wife in Cala Marques which is, as I read, also part of the area covered by the new neigbourhood assocation. Interesting to read about the recent talk with the mayor of Vera. It would be nice if in one of the coming talks the point could be brought up about the cars and campers that park on the beach in front of Cala Marques, res. Acapulco and the beachvillas of Desert Springs (I think this part of the beach is called Playa de Quitapellejos).

We were glad that "Medio Ambiente" improved the beach last years. It meant that we have now a very wide stretch of beach in front of us. Not so pleasant was that more and more cars and campers began to park each day on the beach, especially in the season. With that the beach gets now more and more contaminated with motoroil and rubbish. It happens  frequently that cars get stuck in the sand and have to be pushed or towed, leaving deep tracks. Deep marks are also caused by youngsters that like to joyride during the evening and night. In the evening we have also fisherman that like to park their cars as near to the sea as possible and leave hooks, lines and other rubbish in the sand.
The number of burglaries in our urbanisation increaed a lot last year (probably due to the crises) and mostly the robbers come and go by car (lights out) from the beach.
Last year some people on the beach were also robbed by cardrivers, they grap the bags near the towels and drive away quickly.
 
In september last year Medio Ambiente installed two signs on the beach saying it is forbidden (by law - ley de costas) to park and camp, but this had no effect at all. They even park right next to the signs. Also the police, local police and guardia civil, that also come on patrol with cars on the beach, do nothing. I have talked several times with the police, also at the policestation (in Garrucha and Vera) they listen and say they will take it up with their "jefe", but nothing changes.
(I suppose that you can compare the signs with traffic signs, if you ignore traffic signs you get fined, in this case nothing happens.)
 
There is a street alongside Cala Marques, res. Acapulco, leading to the beach, with a lot of parking places, but they are hardly used. Mostly the cars drive near the roundabout at the Repsol station on to the beach and park on the beach. 

It would be great if this matter could be put on the agenda with the mayor and that is why I have also sent it to playanatural@gmail.com
And of course if I can assist in anyway please let me know.

Perhaps you?ll be able to come along to the next members meeting? Should take place around Settimana Santa, we?ll let you have the date soon.

The bit directly in front of Calle Marques is Vera. Cuevas starts the other side of the rambla. So these problems will belong to both councils as campers and fishermen use both bits
